Description

Directive (EU) 2019/997 establishes an EU Emergency Travel Document. In accordance with Article 13 of Directive (EU) 2019/997, specimens of the uniform EU ETD are to be transmitted to Union delegations in third countries, which are then to notify the relevant authorities in the respective third countries of the usage of the EU ETD as well as its uniform format and main security features, including by providing specimens of the uniform EU ETD form and sticker for reference purposes. The notification of an individual third country is to be repeated upon request. As referred to in recital 19 of Directive (EU) 2019/997, the EU ETD specimens should be provided “with the support of the Commission”. With this call for tenders, the contracting authority seeks to obtain the EU ETD specimens necessary for the Union delegations to carry out the notifications provided for in Article 13 of Directive (EU) 2019/997. In accordance with Article 9(2) of Directive (EU) 2019/997, part of the technical specifications necessary for the production of EU ETDs are secret and only available to bodies designated by the Member States as responsible for the production of EU ETDs. As a result, only such bodies may be awarded the present contract.
