Закупівля проводиться за процедурою «відкриті торги» згідно Постанови КМУ від 12 жовтня 2022 р. № 1178 «Про затвердження особливостей здійснення публічних закупівель товарів, робіт і послуг для замовників, передбачених Законом України “Про публічні закупівлі”, на період дії правового режиму воєнного стану в Україні та протягом 90 днів з дня його припинення або скасування» (зі змінами). Обґрунтування технічних та якісних характеристик предмета закупівлі: Вимоги до предмету закупівлі, детальний опис предмета закупівлі, у т.ч. інформація про необхідні технічні, якісні та кількісні характеристики предмета закупівлі, що визначенні у відповідності до вимог частини 4 статті 5; частини 2 статті 22; частини 5,6 статті 23 Закону з урахуванням Особливостей, викладено у Додатку 3 до тендерної документації. Замовником визначено технічні вимоги виходячи з виробничої потреби. Технічні, якісні та кількісні характеристики предмета закупівлі, а також очікувана вартість визначені на підставі реальних виробничих потреб замовника. Обґрунтування очікуваної вартості предмета закупівлі. Очікувана вартість розрахована з урахуванням показників затвердженого фінансового плану замовника та з дотриманням Примірної методики визначення очікуваної вартості предмета закупівлі, затвердженої наказом Мінекономіки № 275 від 18.02.2020 (зі змінами), з використанням методу моніторингу ринку шляхом отримання пропозицій. Замовник здійснює закупівлю предмета закупівлі, оскільки він за своїми якісними та технічними характеристиками найбільше відповідає потребам та вимогам замовника (зазначено враховуючи вимоги Постанови КМУ від 11.10.2016 № 710 (зі змінами) «Про ефективне використання державних коштів»). Крім того, державне підприємство «Адміністрація морських портів України» не є розпорядником бюджетних коштів
