1. Przedmiotem zamówienia jest: Dostawa Systemu Bezpiecznej Awaryjnej Łączności RARS. 2. Wykonawca ma dostarczyć usługę „Systemu Bezpiecznej Awaryjnej Łączności RARS” oraz sprzęt niezbędny do jej realizacji celem zapewnienia alternatywnej łączności do tradycyjnych łączy - niezależnej od infrastruktury naziemnej. 3. W ramach realizacji Przedmiotu Zamówienia Zamawiający wymaga od Wykonawcy świadczenia usługi transmisji danych w tym L2, za pośrednictwem systemu łączności satelitarnej przez okres 12 miesięcy z wykorzystaniem urządzeń łączności satelitarnej, zgodnie z wymaganiami określonymi w Opisie przedmiotu zamówienia (część poufna), oraz dostawy radiotelefonów do szyfrowanej łączności radiowej TETRA z szyfrowaniem TEA2 wraz z uzupełniającym sprzętem i oprogramowaniem niezbędnym dla programowania dostarczonych radiotelefonów, w tym dla wprowadzania wymaganych kluczy szyfrujących. 4. Zgodnie z art. 257 ustawy Pzp, Zamawiający może unieważnić postępowanie o udzielenie zamówienia, jeżeli środki publiczne, które zamawiający zamierzał przeznaczyć na sfinansowanie całości lub części zamówienia, nie zostały mu przyznane. 5. Opis Przedmiotu Zamówienia, dalej „OPZ” stanowi załącznik nr 1 do SWZ.
