Die bestehenden Rahmenverträge für Personenwagen der kantonalen Verwaltung des Kantons Bern laufen aus und werden mit der vorliegenden Ausschreibung erneuert. Gegenstand der Ausschreibung sind die im Fahrzeugkatalog geführten Standard-Personenwagen in den für die Verwaltung relevanten Fahrzeugklassen. Die neuen Rahmenverträge sollen sicherstellen, dass die berechtigten Bedarfsstellen auch künftig Personenwagen wirtschaftlich, bedarfsgerecht und rechtskonform beziehen können. Dabei ist der laufende Technologiewandel in der Fahrzeugflotte zu berücksichtigen: Batterieelektrische Fahrzeuge bilden grundsätzlich den Regelfall. Fahrzeuge mit Verbrennungsmotor werden nur dort ausgeschrieben, wo sie aufgrund funktionaler Anforderungen weiterhin erforderlich sind oder wo entsprechende Ausnahmen vorgesehen werden.
