Veel goederen die online worden verkocht, vallen onder het toezicht van de NVWA en de non-conformiteit is aanzienlijk.Om toezicht op internethandel te kunnen houden moeten medewerkers van de NVWA daarvoor de juiste competenties hebben. Om deze reden wil de NVWA de medewerkers die zich bezig houden met het toezicht op internethandel, graag een opleidingsprogramma bieden. De NVWA (Opdrachtgever) heeft de behoefte om hiervoor een Raamovereenkomst te sluiten met een deskundig opleidingsinstituut (Opdrachtnemer).
