De bestaande stalen bekledingspanelen van de technische vloer van gebouw 312 hebben een vergevorderd stadium van corrosie bereikt als gevolg van langdurige blootstelling aan de zeer agressieve kustomgeving. De combinatie van zoute lucht, hoge vochtigheid en door wind aangedreven vocht heeft de materiaaldegradatie aanzienlijk versneld. Vanuit veiligheidsoogpunt brengt progressieve corrosie de structurele integriteit en bevestigingssystemen van de panelen in gevaar, waardoor het risico op losraken, vallende elementen en binnendringing van water in de interne componenten toeneemt. Vanuit functioneel oogpunt vermindert de verslechtering het vermogen van de bouwschil om adequate weersbescherming te bieden, wat kan leiden tot verdere schade aan isolatie, onderbouw en interne installaties.
