Description

Gemeente Hengelo heeft, op grond van artikel 35 lid 1 en lid 3 Participatiewet, een uitsluitend recht gevestigd ten gunste van Menzis N.V. voor het aanbieden van de collectieve zorgverzekering (Gemeentepolis) voor minima. Op basis van dit uitsluitend recht wordt de concessie voor de Gemeentepolis aan Menzis gegund voor een periode van vijf jaar, tot uiterlijk 31 december 2031. Op grond van artikel 2a.14 Aanbestedingswet 2012 geldt voor deze concessieopdracht een vrijstelling van de aanbestedingsplicht, aangezien de opdracht wordt gegund aan een partij met een uitsluitend recht. Er is derhalve geen wettelijke aankondigingsplicht van toepassing. Deze aankondiging wordt niettemin vrijwillig gepubliceerd als transparantiemaatregel. Belanghebbenden die het niet eens zijn met deze voorgenomen gunning kunnen dit binnen twintig kalenderdagen na publicatiedatum aan de rechter voorleggen. De geraamde waarde van de concessie bedraagt € 19.195.470,43 voor de volledige looptijd van vijf jaar. Deze waarde is berekend door BS&F op basis van de premie, het aantal deelnemers en de looptijd van de overeenkomst.
