Description

Het Rijksinstituut voor Volksgezondheid en Milieu (RIVM) organiseert een marktconsultatie voor het project MIREN. Dit project wordt uitgevoerd in opdracht van het ministerie van Volksgezondheid, Welzijn en Sport, in samenwerking met wetenschappelijke en beroepsverenigingen. MIREN heeft als doel om structureel en zoveel mogelijk geautomatiseerd (dosis)gegevens van radiodiagnostische onderzoeken en interventieprocedures uit Nederlandse medische instellingen te verzamelen, verwerken, analyseren en presenteren via een centraal, veilig en gebruiksvriendelijk webplatform. Hiermee kunnen diagnostische referentieniveaus (DRN’s) worden vastgesteld en herzien, kunnen instellingen hun gegevens vergelijken en kan de medische stralingsblootstelling van de bevolking en specifieke bevolkingsgroepen worden bepaald. De beoogde oplossing omvat data-aanlevering, opslag, validatie, harmonisatie, analyse en rapportage. Daarbij wordt aansluiting gezocht op bestaande systemen, datastandaarden en werkprocessen, waaronder dosismanagementsystemen (DMS), DICOM/RDSR en passende export- en uploadvoorzieningen. De eerste doelgroep bestaat uit universitair medische centra, algemene ziekenhuizen, categorale ziekenhuizen en zelfstandige behandelcentra. Latere uitbreiding naar andere zorgaanbieders, waaronder mondzorg, moet mogelijk zijn. Met deze marktconsultatie wil het RIVM inzicht verkrijgen in passende oplossingsrichtingen, de praktische uitvoerbaarheid van data-aanlevering door medische instellingen, benodigde expertise, implementatie en fasering, beheer en doorontwikkeling, kosten en risico’s. Zowel maatwerkontwikkeling als hergebruik of configuratie van bestaande componenten, aansluiting op bestaande platforms en combinaties daarvan worden verkend. Belangrijke aandachtspunten zijn beveiliging, privacy, data-governance, traceerbaarheid en reproduceerbaarheid en het beperken van de administratieve belasting voor instellingen. Marktpartijen worden uitgenodigd de vragen te beantwoorden in de bijlage ‘2036 - Bijlage Marktconsultatiedocument - versie 1.00’, die via Mercell beschikbaar wordt gesteld. Deze publicatie betreft een verkennende marktconsultatie en geen oproep tot inschrijving. De resultaten worden gebruikt om de scope, eisen, raming en mogelijke inkoopstrategie verder te bepalen.
