Met deze selectieleidraad wordt u uitgenodigd een Aanmelding in te dienen voor het Werk- en Ontwikkelhuis van gemeente Zutphen via een concur-rentiegerichte dialoog. De brede doelstelling van het W&O-huis en het innovatieve karakter van hetgeen we voor ogen hebben met de invulling van het W&O-huis maakt de aanbesteding een complex proces. De startnotitie “Het Zutphens Ont-wikkelnetwerk” en de businesscase “Werk- en Ontwikkelhuis” bieden het kader waarbinnen het W&O-huis vormgegeven moet worden. Maar het denkproces over de concrete invulling van het W&O-huis is nog volop in ontwikkeling en maakt zelfs onderdeel uit van de te gunnen opdracht. Er is in deze opdracht sprake van bijzondere omstandigheden in relatie tot de aard, complexiteit, technische specificaties en risico’s van de opdracht. De concurrentiegerichte dialoog geeft gemeente Zutphen de mogelijkheid eerst in dialoog te gaan met Gegadigden, om met input van deze partijen een programma van eisen op te stellen en de gunningscriteria te bepalen. Het biedt partijen ook de ruimte om verschillende oplossingen aan te dra-gen waarna via dialoog gekomen kan worden tot de beste oplossing.
