Het cluster Werk en Inkomen (W&I) van de gemeente Rotterdam, hierna ook te noemen: de Gemeente, is zich aan het voorbereiden op een keuze voor een nieuwe overeenkomst inzake een app voor uitvoerende medewerkers van Rotterdam Inclusief. Rotterdam Inclusief (RI) telt ruim 2.300 medewerkers. Binnen deze groep bestaat een duidelijke tweedeling wat betreft digitale toegang. Ongeveer 600 medewerkers beschikken over een gemeentelijk account. Circa 1.700 medewerkers hebben geen toegang. Deze groep werkt op uitvoeringslocaties of is extern gedetacheerd. Hierdoor ontstaat een digitale kloof binnen RI én binnen de gemeente Rotterdam. De gevolgen zijn onder meer beperkte toegang tot informatie, nieuws, opleidingen en HR-voorzieningen. Dit belemmert betrokkenheid, ontwikkeling en gelijke kansen. Juist de groep die het meest behoefte heeft aan heldere en toegankelijke communicatie staat hierdoor op afstand. Het doel van deze aanbesteding is het realiseren van een gebruiksvriendelijke, veilige en toekomstbestendige digitale oplossing die bijdraagt aan effectieve communicatie, inclusie en ontwikkeling voor álle medewerkers van RI. De oplossing moet eenvoudig in gebruik zijn en aansluiten bij de uiteenlopende digitale vaardigheden binnen RI. Ter voorbereiding op de voorgenomen aanbesteding organiseert de Gemeente een marktconsultatie. Een marktconsultatie is een door de Gemeente georganiseerde informatie-uitwisseling met belanghebbende partijen over de voorgenomen opdracht. De Gemeente wil de verkregen informatie gebruiken om een marktgerichte en realistische aanbesteding in de markt te zetten. De marktconsultatie stelt de Gemeente tevens in staat om inzicht te verkrijgen in welke mate aanbieders van communicatie apps gericht op uitvoerende medewerkers aan de behoefte van de Gemeente en specifiek RI kunnen voldoen.
