De Third Place van Bussum is een open en toegankelijke plek waar Bibliotheek Bussum-Centrum, Filmhuis Bussum en Muziek- en educatiecentrum Scala en eventueel derde partijen samen met inwoners ruimte biedt en om te leren, beleven, creëren, ontmoeten en zich te verbinden. De Opdrachtgever wil een overeenkomst voor het ontwerpen van meerdere scenario’s waaruit de Gemeenteraad een keuze kan maken. De architect dient te accepteren dat het ontwerpproces onzeker is en mede afhangt van politieke ambities en financiële armslag. In het beste scenario krijgt de architect groen licht om een scenario (schetsontwerp, ruimtestudie) verder uit te werken in een VO, DO en daarnaast de opdrachtgever professioneel ter zijde staat tijdens de ontwikkeling en bouw van de Third place. De omvang hangt volledig samen met politieke besluitvorming en het toe te wijzen budget. Er zijn diverse go/no-go momenten, waarna de opdracht kan worden bevroren / gestopt / gewijzigd.
