Description

Voor de productie van drinkwater maakt Vitens op diverse productielocaties gebruik van bulkgassen, met name zuurstof (O₂) en kooldioxide (CO₂). Deze gassen worden ingezet als essentieel onderdeel van het zuiveringsproces en zijn daarmee bedrijfskritisch. Op dit moment wordt de levering van bulkgassen uitgevoerd via een contract waarbij gaslevering, tankinfrastructuur en onderhoud van de installaties geïntegreerd zijn bij één leverancier. De opslagtanks zijn in eigendom van de leverancier en worden door Vitens gehuurd. Deze constructie heeft geleid tot een situatie waarin het in de praktijk niet mogelijk is om gaslevering onafhankelijk van de tankinfrastructuur aan te besteden. Vitens is voornemens om deze situatie te wijzigen en toe te werken naar een toekomstbestendige, aanbestedingsconforme inrichting van de levering van bulkgassen. In de beoogde situatie wordt Vitens eigenaar van de opslagtanks en worden de levering van bulkgassen en het onderhoud van de tankinstallaties separaat en periodiek aanbesteed. De beoogde inrichting bestaat uit drie afzonderlijke onderdelen: 1. de levering en plaatsing van opslagtanks en bijbehorende installaties; 2. de levering van bulkgassen (O₂ en CO₂); 3. het onderhoud, de inspectie en de keuring van tankinstallaties. De bestaande situatie omvat circa 25 opslagtanks verdeeld over meerdere productielocaties. Deze tanks kunnen niet gelijktijdig worden vervangen vanwege technische, logistieke en operationele beperkingen. Daarom wordt uitgegaan van een gefaseerde transitie naar de nieuwe situatie. De exacte duur en fasering van deze transitie zijn op dit moment nog niet vastgesteld. Vitens wil deze mede baseren op input vanuit de markt, met name ten aanzien van levertijden van tanks, uitvoeringscapaciteit en praktische haalbaarheid. Daarnaast wil Vitens beter inzicht verkrijgen in de wijze waarop marktpartijen aankijken tegen de voorgestelde contractstructuur, de scheiding tussen tankinfrastructuur en gaslevering, en de risico’s en randvoorwaarden die hierbij een rol spelen. Met deze marktconsultatie beoogt Vitens: • inzicht te verkrijgen in de haalbaarheid van de beoogde contractstructuur; • een realistisch beeld te krijgen van de transitieperiode en uitvoeringscapaciteit; • risico’s en aandachtspunten vanuit de markt te identificeren; • input te verzamelen voor de verdere uitwerking van de aanbestedingsstrategie en aanbestedingsdocumenten. De input uit deze marktconsultatie wordt gebruikt om de aanbesteding(en) verder vorm te geven. Aan deze consultatie kunnen geen rechten worden ontleend en deelname leidt niet tot enige verplichting tot deelname aan een toekomstige aanbesteding.
