Description

Waterschap De Dommel wenst door middel van deze Europese openbare aanbesteding een raamovereenkomst te sluiten met één opdrachtnemer voor de uitvoering van de werkzaamheden ten aanzien van de werving, (voor)selectie en/of administratieve afhandeling van externe inhuur en het bieden van ondersteuning in het minimaliseren van (arbeids)rechtelijke risico’s. De behoefte omvat de inhuur van tijdelijk extern personeel dat op basis van een inspanningsverplichting wordt ingezet. Het gaat om het invullen van waterschapsbrede capaciteitsbehoeften, zowel voor het primaire proces (projectleiders, beleidsadviseurs, projectondersteuners) als de bedrijfsvoering/secundaire processen organisatiebreed (financiën, communicatie, juridisch, HR, staffuncties, ICT). De behoefte aan externe inhuur is inherent dynamisch en afhankelijk van onder meer de projectenportefeuille, beschikbaarheid van eigen capaciteit en marktomstandigheden. Op basis van de huidige inzichten is de omvang van de opdracht geraamd op ca. € 6.000.000 per jaar (excl. btw). Dit bedrag betreft de uurtarieven van de kandidaten inclusief de vaste opslag per uur. De totale omvang (inclusief eventuele verlengingen, waarmee de looptijd op maximaal 4 jaar komt) is geraamd op € 24.000.000 (excl. btw). De opdrachtwaarde over de totale looptijd van de Overeenkomst wordt gemaximeerd op 150% van de genoemde verwachte omvang, zijnde € 36.000.000 (excl. btw). De hierboven genoemde omvang is slechts bedoeld als indicatie. Opdrachtnemer kan hier op geen enkele wijze rechten aan ontlenen. Waterschap De Dommel heeft geen afnameverplichting en geeft geen omzetgarantie. Alle genoemde bedragen zijn exclusief btw.
