De Raad voor de Kinderbescherming (RvdK) is voornemens om in het eerste kwartaal van 2026 een Europese aanbesteding te publiceren voor de aanschaf, realisatie en beheer van een nieuw primair processysteem. Het doel van de aanbesteding is het selecteren van de best passende technische oplossing voor het primaire processysteem van de RvdK en het contracteren van één opdrachtnemer die deze oplossing realiseert, implementeert en gedurende de exploitatiefase als strategische ICT-partner optreedt. De geselecteerde oplossing moet medewerkers in het primaire proces optimaal ondersteunen én voorzien in een managementdashboard met adequate rapportage- en sturingsmogelijkheden. De opdracht omvat de technische realisatie en implementatie van de oplossing, beheer, doorontwikkeling en migratie. Tevens verwachten wij ondersteuning bij de organisatorische implementatie. De aanbesteding zal plaatsvinden volgens de procedure van de concurrentiegerichte dialoog. De scope van de aanbesteding omvat: * De vervanging en vernieuwing van het bestaande primaire processysteem (KBPS) door een nieuw, modulair en toekomstgericht systeem. * Het leveren, ontwerpen, inrichten en doorontwikkelen van de generieke datamanagement- en integratievoorziening op basis van open standaarden, die onderdeel uitmaakt van het grotere geheel van RvdK-applicatielandschap. * Het realiseren van een oplossing die aansluit bij de uitgangspunten van datagedreven werken, gebruiksvriendelijkheid en informatieveiligheid. * Ondersteuning van de (dynamische) werkprocessen binnen het primaire proces. * Integratie met bestaande ketenpartners en voorzieningen (zoals het justitiedomein, jeugd- en zorgpartners). * Faciliteren van beheersbaar doorontwikkelen op basis van agile/Scrum-werkwijze. * De technische migratie van de data van het huidige systeemlandschap naar het nieuwe systeemlandschap binnen de kaders van de business migratiestrategie van de RvdK. * Ondersteuning leveren bij de organisatorische implementatie van de oplossing in de organisatie. * Business continuïteit voorziening: in geval van een calamiteit moet de oplossingsrichting de mogelijkheid bieden om te kunnen switchen naar een uitwijkomgeving.
