Description

In de contractafweging binnen de gemeente Oudewater is een bouwteamorganisatie als best passende contract- en samenwerkingsvorm naar voren gekomen, dat wil zeggen ontwerpfase in bouwteam, realisatie onder de UAV2012. De voornaamste reden hiervoor is dat bepaalde technische uitdagingen in samenwerking met een aannemer verder moeten worden uitgewerkt. Deze opdracht wordt daarom aanbesteed volgens een twee-fasen aanpak. Dit houdt in dat de winnende inschrijver de eerste fase, de ontwerpfase, gegund krijgt tot en met VO incl. SSK raming. Voor de tweede fase, uitwerken DO en de realisatiefase, mag uitsluitend deze partij een aanbieding indienen. Het uitgangspunt is daarbij dat de prijs/SSK raming eerst door derden vanuit OG wordt getoetst en vervolgens het budget binnen de gemeente wordt goedgekeurd voor de uitvoeringsfase. Zie nadere omschrijving in het aanbestedingsdocument. Op het moment van aanbesteden beschikt de Opdrachtgever over een budget voor de voorbereidingsfase tot en met VO-fase. Het benodigde budget voor verder uitwerking van het ontwerp naar DO en uitvoeringsfase zal op basis van een geaccordeerde SSK van het VO worden aangevraagd. Het moment zal tijdens de bouwteamfase worden gekoppeld aan het afgeronde VO en bijbehorende kostenraming. Het benodigde budget zal de Opdrachtgever tijdens de bouwteamfase moeten gaan organiseren. Lukt dit niet dan is de Opdrachtgever genoodzaakt de opdracht aan het einde van de bouwteamovereenkomst te staken/ontbinden. Om die reden wordt er geen taakstellend budget afgegeven, maar worden van gegadigden gevraagd een inschrijfprijs te geven voor de bouwteamfase tot en met VO. De verdere uitwerking naar DO is als optie van de bouwteamfase meegenomen. Zie nadere omschrijving in het aanbestedingsdocument.
