Wageningen Campus gaat uitbreiden door gebiedsontwikkeling ‘Campus Oost’ te realiseren in het gebied Born Oost. Binnen Campus Oost is in totaal voor circa 80.000 m2 bruto vloeroppervlak (BVO) aan nieuwbouw kennisintensieve bedrijvigheid voorzien. Deze kennisintensieve bedrijvigheid zal gerealiseerd worden door circa 5 tot 8 kavels te gaan verkopen aan beleggers of organisaties die zich hier gaan vestigen, binnen het kennisecosysteem van Wageningen Campus. Stichting Wageningen Research zal wel eigenaar blijven van de grond tussen de kavels, de groenvoorziening en de infrastructuur in het plangebied. Omdat WUR zelf geen gebruiker wordt van het aan te leggen energiesysteem, is significante lange-termijn betrokkenheid niet logisch. Gezien de centrale rol van WUR in de ontwikkeling van Campus Oost is een faciliterende rol echter wel van belang. Door het ontwerp, financiering, aanleg, beheer en exploitatie van het energiesysteem uit te besteden aan een Energy Service Company (ESCo) middels een Concessie, kan de Wageningen Campus dit proces faciliteren.
