De Gemeente Den Haag richt dit DAS in voor de inzet van expertise op het gebied van participatie. De gemeente heeft in toenemende mate met grote regelmaat adviseurs en bureaus nodig voor participatie-expertise. Deze expertise dient organisatiebreed en flexibel inzetbaar te zijn. Een participatieproces is een traject waarbij invloed van deelnemers op de voorbereiding, uitvoering en evaluatie van beleidsvoornemens, beleid of projecten wordt uitgeoefend. Deelnemers kunnen bestaan uit: Inwoners Ondernemers Maatschappelijke organisaties Andere belanghebbenden Met andere woorden: het is het proces waarin de gemeente samen met de omgeving nadenkt, praat en soms beslist over wat er in de stad, wijk of een dorp gebeurt. De taak van de Opdrachtnemer kan bestaan uit de volgende onderdelen: 1a. Advies en -ontwerp voorafgaand aan participatie Het uitwerken en opleveren van een participatieplan inclusief het begeleiden van de projectleider in het hiervoor nodige proces (ook bestuurlijke afstemming). 1b. Advies en -ontwerp na afloop van participatie Het opleveren van een participatieverslag inclusief het begeleiden van de projectleider in het hiervoor nodige proces (ook bestuurlijke afstemming). 2. Uitvoering participatie Het uitwerken van een procesontwerp en het uitvoeren van werkvormen binnen een participatieplan. 3. Strategisch advies Het uitwerken en opleveren van een participatie-beleidsproduct inclusief het begeleiden van de projectleider in het hiervoor nodige proces (ook bestuurlijke afstemming). Naast wijk- en gebiedsontwikkelingen kunnen bijvoorbeeld ook beleidsvormingstrajecten, omgevingsplanprocedures en sociaal-maatschappelijke opgaven onderdeel zijn van de uitvraag. Dit kan variëren van participatie rond de herinrichting van de openbare ruimte tot ondersteuning bij beleidsontwikkeling en bestuurlijke besluitvorming.
