Perkantysis subjektas pateikė paaiškinimus, kad nuo 2022 m. rugpjūčio 8 d. pasikeitė aptarnaujamų maršrutų reisų skaičius (įvesti nauji reisai), todėl padidėjo aptarnaujamų maršrutų dienos rida. Pasikeitus ridai elektra varomo autobuso baterijos talpos neužteks dienos ridos planui įvykdyti, per pietų pertrauką reikės papildomai įkrauti baterijas. Pirkime paskelbtoje techninėje specifikacijoje numatytas įkrovimo galingumas 22 kw ar daugiau. Įkraunant autobusą 22 kw jungtimi autobusas įkraunamas per 8-9 val., kas padidėjus dienos ridai perkančiojo subjekto netenkina. Pasikeitus aplinkybėms reikia, kad autobuso baterijos būtų įkrautos ne ilgiau kaip per 2 val., todėl reikalinga pakeisti techninės specifikacijos sąlygų 8.4 punktą „autobuso baterijos įkrovimo galingumas“. Siekdamas ištaisyti šią situaciją Perkantysis subjektas privalo pakeisti techninę specifikaciją, o atsižvelgiant į tai, kad jau yra gauti tiekėjų pasiūlymai ir atliktas vokų atplėšimas tokia galimybė negalima.
