Die Umsetzung der kantonalen Datenstrategie sieht vor, dass die kantonale Verwaltung einen Metadatenkatalogs einführt. Dadurch wird der Umgang mit strukturierten Daten in der Verwaltung systematisiert und steuerbar, und die datenbezogene Effizienz, Sicherheit und Transparenz werden erhöht. Mit Hilfe des Katalogs werden wichtige Verwaltungsdaten standardisiert beschrieben, gezielt auffindbar gemacht und für Mehrfachnutzung sowie - wo rechtlich zulässig - für die Veröffentlichung als offene Verwaltungsdaten vorbereitet. Im Rahmen von dieser Submission werden: der kantonale Metadatenkatalog selbst, die dafür notwendigen Einführungsleistungen sowie der anschliessende Betrieb inklusive Support beschafft. Die Ausschreibung umfasst drei Leistungsgruppen: das System (Lizenz für den Metadatenkatalog) und den laufenden Betrieb mit Support sowie einmalige Leistungen für die Inbetriebnahme . Die Inbetriebnahme erfolgt in einem agilen Vorgehen mit iterativen Umsetzungsschritten. Nach Vergabe des Zuschlags erfolgt die Unterzeichnung des Projektvertrags , nach erfolgreicher Schlussabnahme Gesamtsystem erfolgt die Unterzeichnung von Lizenz- und Wartungsvertrag mit einer Laufzeit von 5 Jahren.
