З метою забезпечення рівних умов участі в закупівлі та оцінки пропозицій учасник, незалежно від його форми оподаткування, при подачі пропозиції вносить в електронну систему закупівель інформацію про ціну пропозиції без урахування ПДВ. При укладанні договору про закупівлю з учасником, який зареєстрований в Україні як платник податку на додану вартість, сума ПДВ, розрахована згідно вимог законодавства України, буде нараховуватись на суму пропозиції переможця та зазначатись в договорі. Фактом подання цінової пропозиції учасник підтверджує, що запропонований товар не є походженням з Російської Федерації/Республіки Білорусь/Ісламської Республіки Іран.
