Ireland - Research and development services and related consultancy services - PEACEPLUS Funded Tender for Youth Engagement and Development Programme

Causeway Coast and Glens Borough Council seeks to appoint a suitably qualified organisation(s) / individual(s) to deliver a Programme which will intervene with those young people and children in our community whose capacity to participate within their own community or with their peers is limited and lacking in capacity. And at the same time, to encourage and support those children and young people who are ready to be challenged, regards the boundaries of their own mindset, so that they can compare and contrast life as a young person on an international and cross-border basis, and at the same time develop resilience, personal development and build lasting relationships amongst our young people through the medium of local societal issues and challenges which our young people have a very keen interest in being able to solve. The tender response must address the following key issues: • Lack of capacity within young people. • Young people who are unable to advocate for themselves. • Lack of confidence within young people getting involved in any community-based activity or programming. • Feeling that many youth projects and programmes are “beyond the capacity of some young people”. • Lack of sustained/accessible networks amongst young people. • Support for young people with disabilities who want to get involved (befriending service). • Lack of representative presence of our young people throughout our communities. • Lack of sustained networks for young people to access • The opportunity to view and experience the lives of other young Europeans. • The opportunity to develop important personal development & team-building skills. • The opportunity to apply learning from experiences in a positive and constructive way for themselves and each other. Targets: • Recruit minimum 325 participants (across both Programmes), (CNR: 40%: PUL 50%: Other 10%) Programme 1: • Recruit minimum 250 participants. • Delivery of a co-design process to scope out 7 specific active citizenship programmes, which explore the local issues and challenges faced by young people. • Delivery of a programme in each of the 7 DEA areas, to be delivered in a localised way. • Delivery of an inter-council visit & fact-finding opportunities. • Delivery of Programme of activities. • Delivery of a finale showcase or digital resource. • A minimum of 26 hours (total) of meaningful engagement must be provided per participant. Programme 2: • Recruit minimum 75 participants. • Provide a participant personal development plan. • Delivery of a leadership mentoring programme. • Co-design the programme with the participants in a Cross-Border medium • Delivery of initial aims & objectives setting workshops. • Delivery of an accredited leadership qualification. • A minimum of 26 hours (total) of meaningful engagement must be provided per participant. Programme Activities Programme 1: Engage • Stage 1: Recruit 250 participants to the programme (Approx 36 from each DEA area). • Stage 2: Explore through a co-design process 7 area specific programmes which identifies the needs and priorities to support the most isolated or withdrawn young people within our communities. Once this has been established, a tailored approach may be required to gain the trust and the self-confidence of these young people to engage in the Programme, so that they can articulate the areas of development, which are most needed for them. • Stage 3: Delivery of 7 DEA programmes in relation to stage 2. • Stage 4: An opportunity for inter-DEA work and partnership, to look identify, compare and contrast, similar needs and/or priorities or indeed challenges faced today, by our young people. • Stage 5: Planning and delivery of a local projects (7 Programmes of Activity to be agreed by our Children & Young People). • Stage 6: Delivery of an event to showcase both the projects and the skills of our young active citizen participants. Programme 2: Pushing Boundaries • Stage 1: Recruit 60+ participants to the programme, from the CCGBC, Inishowen and Estonian regions. • Stage 2: Identify and prioritise needs of the group through initial workshop and team-building settings. • Stage 3: International Programme to include hosting Estonian and Donegal delegation and then to return to Estonia & Donegal (Inishowen) to fact-find and discover the experience of young people in Estonia and Donegal, through a series of outdoor activities, and workshops. • Stage 4: De-brief. • Stage 5: Showcase or culmination of learning, having been documented from the beginning. BUDGET: 230,000.00 Euro Timeline: 20 months This list of activities is not 100% exhaustive. As part of the Tender Quality Assessment, bidders are asked to deliver a profile that reflects these areas as well as allowing for their own knowledge, innovation, and experience. Causeway Coast and Glens Borough Council would welcome a partnership or collaborative approach from several organisations / individuals that between them have the necessary expertise and experience. Individual submissions are also welcomed. 2.3 Project Budget The project has a maximum budget of Euro 230,000 All tender submissions should be submitted exclusive of VAT, to design and deliver the above activities and achieve the anticipated results by 31st January 2028 Please carefully note that up to 20% of project funds will be released on award of contract and thereafter on a staged basis, your tender should align costs to the delivery of stages or outputs. 2.4 Project Timescale It is anticipated that the successful bidder will be contracted to begin project delivery within 6 weeks of contract award. All project activity must be completed by 31st January 2028
