Посилання на конкретного виробника, тип та конкретну модель товару, країну походження, є необхідним, оскільки за основними якісними та технічними характеристиками вказаний товар є таким, що оптимально відповідає вимогам та потребам замовника згідно запиту підрозділу ЗСУ. Товар має бути таким, що не перебував в експлуатації, не був відновленим, мати індивідуальний серійний номер кожної одиниці, стандартну комплектацію
