Project: P173076 - Moldova Water Security and Sanitation Project Reference: MD-PIU-NORLD-346164-CW-RFB Procurement method: Request for Bids Financing: World Bank Request for Bids Works (Two-envelope Bidding Process Without Prequalification) Employer : Regional Development Agency North (RDA North) Project: Moldova Water Security and Sanitation Project (MWSSP) Contract title : Improvement of Water Supply Services in Riscani District Country: Republic of Moldova Credit No .: 7027-MD RFB No: MD-PIU-NORLD-346164-CW-RFB Issued on: November 13, 2025 1. The Government of the Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Water Security and Sanitation Project (MWSSP) and intends to apply part of the proceeds toward payments under the contract for Improvement of Water Supply Services in Riscani District . For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. The P.I. National Office for Regional and Local Development / MWSSP Implementation Unit now invites sealed Bids from eligible Bidders for construction of the drinking water transmission main in the Riscani district, on the route and connecting several of the localities of Dumeni, Horodiste, Varatic, Duruitoarea, town of Costesti, Damascani, Petruseni, Pascauti, and construction of internal water supply system in the locality of Pascauti, resulting in increased access to the new infrastructure and the quality of water supply and sanitation services (WSS) for households, enterprises and public institutions in the targeted localities. The contract foresees the construction of drinking water transmission main consisting of HDPE PE100 RC triple layer (type 2, reference standard: PAS 1075) or HDPE PE100 RC double layer (type 2, reference standard: PAS 1075) pipes with increased resistance to slow crack propagation pipes installed in open trench without sand bed. According to the hydraulic calculation, and taking into account the relief of the land, it is planned to install HDPE RC PE100 pipelines with different SDR and PN (SDR13,6 PN12,5; SDR17 PN10; and others). The water transmission main is designed in a single line. The total length of the water transmission main consisting of HDPE PE100 RC pipes with the diameters of up to DN225 is about 34,700.00 meters. The design documentation also provides for: construction of the water intake by installation of two fish protection structures and intake pipes by means of the barge with crane, including anchoring and underwater welding work carried out by certified divers; construction of the water treatment plant, represented by a pre-assembled and containerized tubular fiber ultrafiltration unit; crossing the Costesti - Stinca reservoir through Horizontal Directional Drilling technology, with the total drilling length of 645 meters. The design documentation also foresees the supply and installation of the three (3) prefabricated pumping stations and seven (7) Containerised Chlorination Stations, as well as other equipment and materials, including SCADA. The contract also provides for the construction of drinking water distribution network consisting of HDPE PE100 RC pipes in the village of Pascauti, with the diameters of up to DN90 of the total length of about 11,200.00 meters. The design documentation also includes supply and installation of the water towers, water reservoirs, connection of consumers to the water distribution networks, and other works and materials. The works will be implemented under a single contract based on Conditions of Contract for Construction for Building and Engineering Works Designed by the Employer (“Red book”) Second edition 2017, reprinted 2022 with amendments”, published by the Federation Internationale Des Ingenieurs - Conseils (FIDIC) and “Particular Conditions” which comprise of the World Bank’s COPA and the amendments and additions to such General Conditions. The construction period is estimated to 24 months, calculated from the Commencement Date. 3.Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from Moldova Water Security and Sanitation Project and inspect the bidding document during office hours from 09:00 to 17:00 local time in Moldova at the address given below . 5.
