Description

Predmet nabave je opskrba električnom energijom (u daljnjem tekstu: Roba), u skladu Tehničkom specifikacijom Naručitelja (Popis mjernih mjesta). Električna energija se isporučuje sukladno Tehničkoj specifikaciji / Troškovniku, Pravilniku o općim uvjetima za korištenje mreže i opskrbu električnom energijom (Narodne novine, broj 100/22, 134/24, 19/25) pridržavajući se u svemu Zakona o tržištu električne energije (Narodne novine, broj 111/21, 83/23, 17/25) i ostalih propisa koji reguliraju tržište električne energije. Isporučena električna energija mora sadržavati minimalno 50% električne energije iz obnovljivih izvora. Radi stimuliranja proizvodnje energije iz obnovljivih izvora, a kako bi ona postala konkurentnija energiji dobivenoj iz konvencionalnih izvora te poticanja izgradnje novih izvora obnovljive energije i postizanja održivog razvoja, naručitelj je odredio da električna energija mora sadržavati gore navedeni minimalni postotak električne energije iz obnovljivih izvora. Naime, temeljem Integriranog nacionalnog energetskog i klimatskog plana Republike Hrvatske za razdoblje od 2021. do 2030. i mjerilima za zelenu javnu nabavu u EU za električnu energiju, barem 50% isporučene električne energije mora dolaziti iz obnovljivih izvora energije i/ ili iz visokoučinkovite kogeneracije (s tim da Ponuditelj treba navesti udio električne energije iz obnovljivih izvora kojom misli opskrbiti Naručitelja). Obnovljivi izvori energije su energija iz obnovljivih nefosilnih izvora, primjerice energija vjetra, solarna energija, te geotermalna energija, energija iz okoliša, energija plime, oseke i druga energija oceana, hidroenergija, biomasa, plin dobiven od otpada, plin dobiven iz uređaja za obradu otpadnih voda i bioplin (članak 3. Zakona o tržištu električne energije (NN 111/21, 83/23, 17/25).
