Mit dem Programm «Vielfältige Zürcher Gewässer» (nachfolgend VZG) fördert der Kanton Zürich die biologische Vielfalt an Bächen und Weihern und verbessert deren Ökosysteme. Durch naturnahe Gestaltung und Pflege sollen wertvolle Lebensräume für Tiere und Pflanzen entstehen. Die AWEL Abteilung Wasserbau ist zur Umsetzung von Gesuchen des Programms VZG auf fachkundige externe Unterstützung durch die sog. Gewässerbeauftragten (nachfolgend GB) angewiesen. Die GB sind das operative Bindeglied zwischen Gesuchstellenden, kantonalen Fachstellen und der Programmleitung VZG des AWEL (nachfolgend PL). Sie übernehmen alle vorbereitenden Arbeiten im Gesuchsprozess, sodass die abschliessende Beurteilung durch die PL mit minimalem Aufwand erfolgen kann. Sie begleiten die Projekte während der Projektdauer bis hin zum Projektabschluss (Auszahlungsgesuch). Die Details der durch die GB zu erbringenden Leistung ergeben sich aus dem Pflichtenheft Gewässerbeauftragte als Bestandteil der Ausschreibungsunterlagen sowie des mit den Zuschlagsempfängern abzuschliessenden Rahmenvertrages.
