La présente consultation est lancée pour la passation d’un marché global de performance, au sens de l’article L.2171-3 du Code de la commande publique, relatif à la conception, réalisation et maintenance d’une ombrière photovoltaïque sur le parking du Domaine des Lacs à Thaon-les-Vosges et selon la procédure avec négociation qui est soumise aux dispositions des articles L2124-3 et R2124-3 du Code de la Commande publique. Conformément à l’article R2142-17 du Code de la commande publique, le nombre de candidats admis à remettre une offre est de 3. Le marché comporte l'ensemble des prestations définies ci-dessous réparties en trois phases : 1) Phase études : ▪ Prestations n° 1 : Mise au point de l’APS+, ▪ Prestations n° 2 : Études APD, Études de projet, ▪ Prestations n° 3 : Dossier permis de construire / Déclaration préalable, ▪ Prestations n° 4 : Études de projet, ▪ Prestations n° 5 : Gestion administrative - Assistance à la demande de raccordement et/ou à l’intégration de la centrale photovoltaïque dans une boucle d’autoconsommation collective. 2) Phase réalisation des travaux : ▪ Prestations n° 6 : Études d’exécution, ▪ Prestations n° 7 : Travaux de réalisation de l’ouvrage, ▪ Prestations n° 8 : Organisation du chantier, ▪ Prestations n° 9 : Contrôle interne des travaux, Contrôle par bureau de contrôle et obtention de consuel, ▪ Prestations n° 10 : Contrôle interne des décomptes mensuels/Etats d'avancement des travaux, ▪ Prestations n° 11 : Assistance à la mise en service, ▪ Prestations n° 12 : Remise des DOE. 3) Phase Entretien / maintenance : ▪ Prestations n° 13 : Exploitation des centrales photovoltaïque : o Gestion technique, supervision, exploitation, o Suivis et vérification de la performance. ▪ Prestations n° 14 : Maintenance Préventive, ▪ Prestations n° 15 : Maintenance Curative.
