La présente consultation a pour objet l'installation de centrales photovoltaïques en toiture, ombrière ou au sol sur le patrimoine appartenant aux communes/EPCI ayant adhéré au service du SICECO au titre du développement des énergies renouvelables pour la « construction d'une centrale photovoltaïque en toiture, en ombrière ou au sol, en autoconsommation individuelle, collective ou en vente totale ». Les projets sont confiés progressivement au SICECO par délégation de maîtrise d'ouvrage des communes/EPCI adhérents du SICECO une fois l'opportunité ou la faisabilité validée, ainsi que dans certains cas une étude de structure. Le besoin à couvrir correspond à plusieurs phases énumérées ci-après : - Phase 1 - Développement des centrales photovoltaïques (stade « prêt à construire ») : validation de la solution technique adaptée (phase 1a) et autorisations (phase 1b), - Phase 2 - Construction des centrales photovoltaïques : préparation, réalisation des travaux jusqu'à la mise en service incluse des installations. Les centrales seront donc installées puis mises en service progressivement où l'ensemble du portefeuille sera en phase exploitation pour une durée de 30 ans.
