La présente consultation ne fait pas l'objet d'une décomposition en lots, dès lors qu'elle porte sur un marché global sectoriel passé en dérogation au principe d'allotissement conformément à l'article L2171-1 du code de la commande publique. Le prix n'est pas le seul critère d'attribution et tous les critères sont énoncés uniquement dans les documents de consultation. Le marché à conclure est passé selon une procédure de dialogue compétitif en application des articles L.2124-4, R.2124-3 3° et R.2161-24 à R.2161-31 du Code de la commande publique (CCP). Le déroulement, les modalités d'organisation ainsi que le calendrier de la procédure sont décrites au Règlement de consultation. Une prime d'un montant maximal de 120 000 euro(s) HT sera accordé aux opérateurs ayant remis une offre initiale, ou en cas de négociations, une offre finale conforme au Règlement de consultation
