MARCHE GLOBAL DE PERFORMANCE POUR LA CONCEPTION, LA REALISATION DES TRAVAUX D'AGRANDISSEMENT D'UN CENTRE DE TRANSFERT, SON EXPLOITATION, SA MAINTENANCE ET LA PRESTATION DE TRANSPORT DES DECHETS Le marché à attribuer est un marché global de performance au sens des articles L. 2171-3, R. 2171-2 et R. 2171-3 du code de la commande publique. Ce marché porte sur la conception et la réalisation des travaux d’agrandissement du centre de transfert situé à Pierry et appartenant au SYVALOM, ainsi que son exploitation et sa maintenance, et la prestation de transport des déchets réceptionnés sur le site vers leurs exutoires de traitement respectifs. Afin de remplir des objectifs chiffrés et mesurables de performance, il associe à une phase de conception-réalisation, une phase d’exploitation et de maintenance. Le Programme Fonctionnel Exigentiel et ses annexes définissent les objectifs de l'opération et les besoins qu'elle doit satisfaire ainsi que les contraintes et exigences minimales de qualité fonctionnelle, technique, performancielle et économique des équipements.
