L'étude poursuit les objectifs principaux suivants : - Disposer d'une connaissance complète, fiable et actualisée du service d'eau potable de la CAESE, couvrant la ressource, les ouvrages, les réseaux, la qualité de l'eau, le fonctionnement et les consommations, en capitalisant les données existantes et les études antérieures. - Évaluer la qualité de la ressource et la sécurité sanitaire de l'eau potable sur l'ensemble des secteurs, identifier et hiérarchiser les risques, et proposer des mesures adaptées de prévention, de surveillance, de traitement et d'organisation. - Mettre en place et structurer les outils numériques nécessaires (système d'information géographique, modèles hydrauliques et de qualité, bilans besoins/ressources) afin d'analyser le fonctionnement des systèmes, de localiser les points faibles et d'appuyer la gestion patrimoniale. - Définir une stratégie globale de sécurisation et d'optimisation du service (interconnexions, maillages, lutte contre les fuites, renouvellement des équipements, adaptation aux besoins futurs), en cohérence avec les documents de planification et la stratégie de sobriété hydrique de la CAESE. - Formaliser, à l'échelle du périmètre communautaire, un Schéma Directeur d'Alimentation en Eau Potable et un PGSSE, assortis d'un programme d'actions hiérarchisé et chiffré. - Intégrer un volet économique permettant de décliner une stratégie budgétaire et tarifaire compatible avec les besoins d'investissement, la politique de renouvellement et les objectifs de performance du service.
