Vienne Condrieu Agglomération agit pour ce contrat en tant qu'entité adjudicatrice (compétence eau, assainissement, eaux pluviales et ruissellement). Procédure avec négociation soumise aux dispositions des articles L. 2124-3, R. 2124-4 et R. 2161-21 à R. 2161-23 du Code de la commande publique. La procédure est décomposée en deux phases distinctes : 1/ Une phase de candidature au terme de laquelle les candidats admis à présenter une offre seront sélectionnés. 2/ Une phase d'offre au terme de laquelle les attributaires de chaque lot seront choisis. Accord-cadre multiattributaire, à bons de commande, sans minimum et avec maximum passé en application des articles L2125-1 1°, R. 2162-1 à R. 2162-6, R. 2162-13 et R. 2162-14 du Code de la commande publique. Il s'agit d'un accord-cadre multi-attributaires. Chaque lot sera attribué à maximum de deux opérateurs économiques, sous réserve d'un nombre suffisant d'offres. Pour l'ensemble des lots, l'accord-cadre est conclu pour une période initiale de 1 an à compter de la date de notification du contrat. L'accord-cadre est reconduit tacitement jusqu'à son terme. Le nombre de périodes de reconduction est fixé à 3. La durée de chaque période de reconduction est de 1 an.
