Description

Ce projet consiste en la création d’un écopont sur l’autoroute A28, aux alentours du PR123, sur la commune de Sainte-Jamme-sur-Sarthe. L’ouvrage, franchissant une autoroute à 2x2 voies, sera d’une largeur utile de 25 mètres et comprendra des aménagements de génie écologique dans le but de recréer un milieu naturel et sécurisant pour inciter les animaux à emprunter l’écopont. Le marché consiste à réaliser les missions de maîtrise d’œuvre principale, de procédures réglementaires permettant l’obtention des autorisations administratives et d’assistance à maîtrise d’ouvrage, en phases conception et réalisation. Les prestations objet du marché concernent les missions de maîtrise d’œuvre principale en phase conception et en phase réalisation, d’obtention d’autorisations administratives et d’assistance à maîtrise d’ouvrage. La mission de maîtrise d’œuvre comprend notamment, au sens de la loi MOP et de ses textes d’applications : APRO, AVP, PRO, ACT, VISA, DET, OPC, AOR, SYN, GPA. La mission d’assistance à maîtrise d’ouvrage comprend notamment : - Le management, la planification et l’organisation de la mission en phases conception et réalisation, - La production et le suivi d’études complémentaires nécessaires à l’élaboration des dossiers techniques et réglementaires, - La production des dossiers réglementaires (étude au cas par cas, police de l’eau, dossier CNPN, archéologie, etc.) et la participation aux procédures administratives. L'attributaire du marché aura un rôle de maître d'œuvre principal et assurera à ce titre la coordination de tous les prestataires complémentaires. Un système de gestion des risques et de suivi des coûts et des délais devra obligatoirement être mis en place. Le candidat devra obligatoirement comprendre des spécialistes de tous les volets de l'opération tels que cités. Le détail exhaustif des missions confiées sera précisé dans le dossier de consultation des entreprises, transmis en phase offres.
