C’est un accord-cadre : mono attributaire qui comporte : une part ferme ; une ou plusieurs tranches optionnelles en application des articles R. 2313-2, R. 2391-8 à R. 2391-10 du code de la commande publique, selon les modalités explicitées dans le dossier de la consultation; une part à bons de commande conformément aux dispositions de l’article R. 2362-8 du code de la commande publique ; une part à commandes de fournitures ou services destinée à subvenir aux éventuels aléas techniques en application des articles R. 2372-19 à R. 2372-21 du code de la commande publique. Le marché porte sur le maintien en condition opérationnelle de patrouilleur polaire l’Astrolabe ayant pour port d’attache la base navale de Port des Galets à l’île de La Réunion. Les prestations prévues au titre du présent projet d’accord-cadre doivent permettre la réalisation des missions opérationnelles du PP (environ 280 jours de mer par an). Les principales prestations de MCO se composent des éléments suivants : - L’entretien majeur et intermédiaire, incluant la réalisation des tâches de maintenance préventive et corrective, le maintien en classe et la réalisation de modifications ; - Les interventions sur avaries (expertise et/ou réparation) ; - Les prestations de chantier ; - La fourniture de rechanges (recomplètement lot RA/RNA, EBL) et la réparation de rechanges (rechanges RP2 dans la limite de seuils sur la valeur des rechanges à définir dans le CCAP), ainsi que le soutien logistique associé ; - Les prestations de maîtrise d'œuvre industrielle d'ensemble ; - Les prestations d'ingénierie de maintenance (gestion de configuration, des obsolescences, des évolutions) ; - Le maintien en condition de sécurité ; - Le suivi réglementaire. - Les évolutions forfaitaires Le nombre d'arrêt technique est au minimum de 3 et au maximum de 5. L’accord-cadre comportera une tranche regroupant les bons de commande et les commandes pour aléas, tranche dont le montant maximum estimé est de 38% de la somme des prestations fermes des tranches ferme et optionnelle(s). Le montant des commandes pour aléas techniques ne pourra toutefois excéder 15 % du montant total de l’accord cadre initial
