A French buyer is procuring fleet management services in the form of a Dynamic Acquisition System (DAS) for the long-term rental of new vehicles, including passenger cars (sedan, estate, SUV), two-seat company vehicles, and light utility vehicles such as vans. The procedure, governed by articles R.2162-37 to R.2162-51 of the French public procurement code, is fully electronic and works in two stages. Qualifying candidates are admitted, and the system remains open throughout its duration so new candidates can join. Later, when the buyer has a specific need, only admitted candidates are invited to submit offers, with vehicle specifications and prices defined at that time.
