Les prestations du contrat ne sont pas alloties. La division en lots rendrait techniquement plus difficile et financièrement plus coûteuse l'exécution des prestations. Par ailleurs, le pouvoir adjudicateur souhaite que la gestion et le suivi des immeubles communaux locatifs soit fait par un prestataire unique afin que le rendu soit homogène d'un immeuble à l'autre
