Conformément aux articles R. 2131-1 à R. 2131-3 du code de la commande publique, l'acheteur peut faire connaître son intention de passer un marché par la publication d'un avis de pré information. Le présent avis est un avis de pré information. Il manifeste l'intention de l'acheteur de passer un marché. Il ne constitue ni une procédure de passation, ni un appel à candidatures, ni un engagement contractuel. Il n'appelle aucune réponse ni remise d'éléments techniques à ce stade. L'objectif est d'informer les opérateurs économiques d'un marché à venir et de leur permettre de s'organiser en amont pour : - anticiper la constitution d'un groupement éventuel ; - mobiliser les capacités d'étude et de production nécessaires à des projecteurs sur mesure ; - prendre connaissance du calendrier prévisionnel de la procédure. La procédure ultérieure sera conduite dans le respect de l'égalité de traitement des candidats et de la liberté d'accès à la commande publique, conformément à l'article L. 3 du code de la commande publique
