Description

Le marché à conclure est un marché de maîtrise d’œuvre pour les travaux de restructuration partielle de l’unité USLD du bâtiment SP20 du CH Guillaume Régnier - Site principal à Rennes. La durée du marché court à compter de sa date de notification jusqu’à la fin de la garantie de parfait achèvement des travaux concernés par l’opération. Les éléments de mission de maîtrise d’œuvre portent sur une opération de réhabilitation au sens de l’article R.2431-5 du Code de la commande publique. Il s'agit Procédure avec négociation en application de l’article L2124-3 et des articles R2124-3 3° et R2161-12 à R2161-20 du Code de la commande publique. La mission confiée est une mission de base de maitrise d'œuvre comprenant : des études d'esquisse (ESQ), des études d'avant projet (AVP) : sommaire (APS) et définitif (APD), les études de projet (PRO); L'assistance pour la passation des marchés publics de travaux (ACT), Le visa des études d'exécution (VISA); La direction de l'exécution du ou des contrats de travaux (DET); L'assistance apportée au maitre d'ouvrage lors des opérations de réception ainsi que pendant la période de garantie de parfait achèvement (AOR). Les missions complémentaires sont : études de Diagnostic (DIAG) et Coordination des Sysètmes de Sécurité Incendie (SSI). Les autorisations administratives sont à la charge du titulaire du marché public. L’enveloppe financière prévisionnelle affectée aux travaux est estimée à 4,5 millions € hors taxes Trois candidats seront retenus et admis à remettre une offre. La durée pendant laquelle les candidats seront engagés par leur offre est fixée à 120 jours à compter de la date de remise de la dernière offre déposée (offre finale). Il s’agit d’un marché public unique (pas de lot). Il s’agit d’un marché public ordinaire. Le marché public est traité à prix global et forfaitaire fixé à l’acte d’engagement. Le candidat dont la proposition aura été retenue se verra attribuer une mission de maîtrise d’œuvre pour les ouvrages de type bâtiment, au sens du Livre IV « DISPOSITIONS PROPRES AUX MARCHÉS PUBLICS LIÉS À LA MAITRISE D’OUVRAGE PUBLIQUE ET À LA MAITRISE D’ŒUVRE » de la deuxième partie du Code de la Commande Publique, complétée des missions complémentaires précisées dans l’acte d’engagement. Le contenu de la mission de maîtrise d’œuvre et les modalités de sa réalisation sont définis dans le Cahier des Clauses Administratives Particulières (C.C.A.P.) et dans le CCTP.
