Accord-cadre de maîtrise d'oeuvre en vue de la requalification et de la restauration patrimoniale des Halles de Niort Les Halles conservent leur attractivité tant par leur valeur patrimoniale que par leur rôle commercial, social et urbain. Pour conserver le succès d’un tel lieu, qui participe à la vitalité et à l’attractivité du coeur marchand, elles doivent proposer un niveau de confort contemporain adapté, à la fois aux attentes de la clientèle mais aussi aux besoins techniques et réglementaires propres à son exploitation. Une étude de programmation a ainsi été confiée à l’agence ATAUB ARCHITECTES et un programme de requalification et de restauration patrimoniale des Halles a été élaboré. L’objectif final est la modernisation complète et qualitative des halles tant architecturale que commerciale. Les relations fortes établies entre le bâtiment des halles et l’espace public, place et rues sont à prendre en compte dans l’étude.
