Le marché porte sur une opération de construction de logements collectifs portée par la SASU empreintes sur le site des Arènes, avec démolition partielle d'un bâtiment existant et prise en compte d'un bâtiment technique Orange conservé en activité pendant toute la durée de l'opération. Le préprogramme de référence prévoit une opération d'environ 3 500 m² de surface de plancher, en R+3, composée de logements du T2 au T4, avec une part d'environ 30 % de logements locatifs sociaux, les stationnements nécessaires, ainsi que les espaces extérieurs et paysagers associés. Le marché est décomposé en une tranche ferme et deux tranches optionnelles : tranche ferme : mission ESQ valant phase de faisabilité opérationnelle, avec production d'au moins deux hypothèses de faisabilité ; tranche optionnelle 1 : mission AVP ; tranche optionnelle 2 : missions PRO, ACT, VISA, DET, OPC, AOR et assistance pendant la garantie de parfait achèvement. L'opération présente des contraintes techniques fortes liées au maintien en activité du site Orange, à la continuité d'accès 24h/24 et 7j/7, aux réseaux existants, à la gestion des nuisances, vibrations, interfaces techniques, phasage du chantier et sécurité des installations.
