Le présent marché a pour objet la réalisation de missions de maitrise d'œuvre relatives à deux opérations distinctes de réhabilitation de logements à la Courneuve (93120). Les éléments de mission sont plus précisément indiqués dans la note de programme pour chaque lot. Les prestations de maitrise d'œuvre comprennent les éléments suivants : diagnostic (DIAG), études d'avant projet sommaire (APS), étude d'avant-projet définitif (APD), études de projet (PRO), AMO pour la passation du marché de travaux (ACT), examen de la conformité au projet des études d'exécution et leur visa (VISA), direction de l'exécution du marché (DET), AMO pour les opérations de réception pendant la garantie de parfait achèvement (AOR). En plus de ces missions, un diagnostic PEMD devra être réalisé par le groupement de maitrise d'œuvre, conformément aux obligations réglementaires en vigueur depuis 1e juillet 2023. Le marché est alloti et décomposé en deux lots au total, définis comme suit : lot 1 : mission de maitrise d'œuvre pour la réhabilitation de 83 logements de la résidence Paul Vaillant Couturier et Jean Pierre Timbaud à la Courneuve, lot 2 : mission de maitrise d'œuvre pour la réhabilitation de 138 logements de la résidence Vercors Quinet à la Courneuve. Le marché est traité à prix global et forfaitaire. Le marché est décomposé en deux lots, chacun étant lui-même décomposé en une tranche ferme et une tranche optionnelle. Pour la tranche ferme, pour chacun des deux lots, elle comprend les éléments de missions d'étude jusqu'à l'APD. La tranche optionnelle constitue la poursuite de la mission de maitrise d'œuvre jusqu'à l'AOR. Le détail et les conditions d'affermissement de ces tranches est plus précisément décrits dans le R.C. Aucune variante n’est imposée au titre du marché. La présentation de variantes libres n’est pas autorisée au titre du présent marché. L’intervention du maître d’œuvre pour chaque lot débute à la date de notification du marché et s’achève à l’expiration du délai de garantie de parfait achèvement des travaux. Le démarrage prévisionnel des travaux, commun aux deux lots, est prévu au 1er trimestre 2028 pour une durée prévisionnelle de 12 mois, (dont 3 mois de préparation).
