La présente consultation vise à désigner le titulaire d'un accord cadre mono-attributaire d'assistance technique à maîtrise d'ouvrage. Le titulaire accompagnera la SVU sur une mission complète de conduite d'opération / ATMO incluant des missions de programmation, de faisabilité technique et architecturale, de suivi des procédures marchés, de suivi de la conception et réalisation d'une opération de réhabilitation globale. Le site concerné par cette opération est celui de l'ensemble immobilier historique des Gratte Ciel à Villeurbanne (1300 logements répartis en 8 groupes, construits dans les années 1930, périmètre AVAP). La présentation du site, le contexte et les enjeux de l'opération sont détaillés dans l'annexe 01_Note contextuelle.
