Description

Dans le cadre du Programme Pluriannuel d'Investissements 2019-2023 au titre du volet "suppression des discontinuités cyclables", cette consultation a pour objet de créer une passerelle sur l'Agly à Rivesaltes afin d'assurer une continuité cyclable sécurisée entre la voie verte de l'Agly, identifiée comme l'itinéraire national V81 (Le Barcarès - Bayonne) et la rive droite. La procédure de passation utilisée est l'appel d'offres ouvert. Elle est soumise aux dispositions des articles L. 2124-2, R. 2124-2 1° et R. 2161-2 à R. 2161-5 du Code de la commande publique. Les prestations sont réglées par des prix unitaires. Le Conseil Départemental, dans un souci de promotion de l'emploi et de lutte contre l'exclusion, s'est engagé dans une politique volontariste d'insertion des personnes à la recherche d'un emploi ou en voie d'exclusion. Pour cela, il a décidé de faire appel à ses partenaires privilégiés que sont les entreprises, afin de favoriser l'accès à l'emploi de ces personnes, à travers la mise en oeuvre de la clause d'insertion professionnelle ("clause sociale"), condition d'exécution du marché qui s'impose au titulaire selon les dispositions fixées par le contrat
