Le contrat, objet de la présente consultation, est un marché public global de performance au sens des articles L.2171-3 et R.2171-3 du Code de la commande publique. Il a pour objet la conception, la réalisation de travaux d’amélioration et l’exploitation et la maintenance de la station d’épuration de Marquette-Lez-Lille. L’opération comprend dans son ensemble : des prestations de conception réalisation, des prestations d’exploitation maintenance, avec objectifs de performance, durant laquelle le titulaire devra l’exploitation et la maintenance des installations. La présente consultation est organisée, dans le respect du Code de la Commande Publique, selon une procédure avec négociation (Articles R2161-12 à R2161-23 du Code de la commande publique).
