PROROGATION DU SUIVI-ANIMATION DU PLAN DE SAUVEGARDE POUR LE REDRESSEMENT DE LA COPROPRIETE DU PARC PETIT BOURG - EVRY-COURCOURONNES La mission de suivi-animation de la seconde prorogation du Plan de Sauvegarde s'articule autour de deux volets complémentaires : - Volet 1 - Maintien et renforcement du suivi-animation courant : assurer la continuité de l'accompagnement de la copropriété sur l'ensemble des thématiques couvertes par le Plan de Sauvegarde, sans rupture d'accompagnement ; - Volet 2 - Missions complémentaires : lever les blocages structurels du redressement (SCI, gouvernance) et conduire les analyses préalables à la définition d'un nouveau dispositif d'intervention (administration provisoire, étude d'opportunité de scission, veille financeurs). Le marché est décomposé selon les tranches suivantes : Tranche ferme : - Animation du dispositif (commun aux 2 volets) - Volet 1 - Maintien et renforcement du suivi-animation courant : Mission 1 : Gouvernance, gestion et impayés Mission 2 : Accompagnement social des copropriétaires occupants en difficulté Mission 3 : Accompagnement technique et ingénierie financière Mission 4 : Permis de louer et de diviser Mission 5 : Gestion urbaine et sociale de proximité (GUSP) - Volet 2 - Missions complémentaires : Mission 6 : Volet juridique : traitement de la SCI résiduelle et de l’ASL Mission 7 : Volet financements : veille et mobilisation des financeurs Mission 8 : Volet scission : étude d’opportunité d’une scission de la copropriété. Tranche optionnelle : Volet 2 - Missions complémentaires- Mission 9 « Volet gestion » : appui à la mise sous administration provisoire.
