« La présente consultation a pour objet la conclusion d'un accord-cadre permettant au Maître d’ouvrage de disposer, pendant quatre ans, d'une équipe de maîtrise d’oeuvre chargée, selon les besoins exprimés par bons de commande, de réaliser ou coordonner les diagnostics bathymétriques, hydrosédimentaires et environnementaux, d'éclairer la décision d'engager ou non une opération de dragage et de rechargement, de préfigurer puis de définir progressivement l'organisation du futur marché de travaux, d'en préparer la consultation et d'assister le Maître d’ouvrage dans la sélection des entreprises. Lorsque des campagnes sont effectivement décidées, le titulaire assure également, selon les prestations commandées, les missions de VISA, de direction technique et de suivi courant de l'exécution ainsi que l'assistance à la réception et à la clôture réglementaire prévues par le CCTP. »
