ARTE G.E.I.E. (ci-après dénommée ARTE) est une Chaîne culturelle européenne, localisée à Strasbourg, diffusant ses programmes 24h/24 sur tous les vecteurs en France, en Allemagne et en Europe, au moins en langue française et allemande. ARTE G.E.I.E à Strasbourg emploie 590 personnes en contrat CDI et 300 personnes régulièrement en contrat temporaires, CDD, pigistes et intermittents. Les langues de travail sont principalement l’allemand et le français. Seuls les 590 salariés en CDI auront accès à la solution. Le SIRH actuel comporte l’outil de gestion administrative et de paie de SAP ECC, complété par la solution UKG pour couvrir les fonctionnalités de coffre-fort électronique, de signature électronique et de dossier du personnel. La solution de Abacus Umantis, qui n’est pas interfacée avec les autres outils, gère le recrutement. Les processus de développement RH et les données et flux de travail relatifs aux compétences, aux formations et aux parcours professionnels sont actuellement gérés avec les outils bureautiques. La présente consultation a pour objet d’étendre le périmètre fonctionnel du système d’information d’ARTE G.EI.E. et de proposer aux managers et collaborateurs une interface permettant d’adresser différentes thématiques de développement RH, en langue allemande, française et anglaise. Les prestations objet du marché sont définies plus précisément dans le document de spécifications techniques fonctionnelles.
