La prestación esencial del contrato es proveer al consorcio de propuestas urbanísticas, (o ideas directrices a nivel de anteproyecto), de gran calidad, que plasmen en su diseño las estrategias y criterios técnicos de sostenibilidad e innovación más propicios para el desarrollo urbanístico de los nuevos terrenos de responsabilidad del consorcio, con un nivel de definición suficiente. Mediante la intervención de un jurado, las propuestas presentadas podrán evaluarse y seleccionarse conforme a los criterios establecidos en los pliegos. Este concurso de proyectos podrá dar lugar, en su caso, y conforme a lo previsto en el artículo 168.d) y 185.4 de la Ley de Contratos del Sector Público, a la posterior adjudicación a uno de los ganadores del concurso, tras la instrucción de un procedimiento de contratación negociado sin publicidad, en cuyas negociaciones todos los ganadores serán invitados a participar, de un contrato de servicios de redacción y apoyo en la tramitación administrativa del instrumento de planeamiento necesario para establecer la ordenación urbanística general y pormenorizada del nuevo ámbito de desarrollo.
