La Universidad de Zaragoza ofrece a los miembros de su comunidad, junto con otros servicios académicos, otros servicios universitarios para su buen funcionamiento. De acuerdo con la Ley Orgánica 2/2023, de 22 de marzo del Sistema Universitario en España, los colegios mayores son centros que, integrados en la Universidad, proporcionan residencia al estudiantado universitario y promueven actividades culturales y científicas de divulgación que fortalecen la formación integrada de sus colegiales. Estos colegios constituyen instituciones universitarias. El C. M. U. Pablo Serrano proporciona residencia a los estudiantes de la Universidad y para el buen funcionamiento del colegio es necesario ofrecer, además de alojamiento, el servicio de comedor y explotación de la cafetería para atender la demanda de los usuarios del colegio mayor y del campus universitario, y la Universidad carece de recursos humanos y materiales propios para el desarrollo, organización y gestión del servicio de restauración, por lo que se hace necesario la contratación de una empresa colaboradora para la realización de dichos fines. Para la correcta ejecución de las condiciones del servicio que debe atender la empresa contratada, además del responsable del contrato, el colegio dispone de una Comisión de Cocina, encargada de velar para que el servicio se preste de acuerdo a las condiciones establecidas en el pliego.
