La necesidad del contrato radica en una mejora en la sostenibilidad de la movilidad urbana, cuyo fin es el mayor aprovechamiento de las plazas de aparcamiento disponibles, dando opción de aparcar al mayor número de usuarios posibles, propiciando el uso compartido de un bien escaso en relación con su demanda. Por otro lado, se reduce la congestión y el tráfico de agitación, potenciando los desplazamientos en modos sostenibles y se incide contra la indisciplina del mal uso de los estacionamientos.
