El presente pliego tiene por objeto establecer un sistema dinámico de adquisición (en adelante, SDA) para la contratación de diversos servicios especializados de informática de gestión y, a través de aquél, regular las fases en que se desglosa este proceso: 1ª. Fase de adhesión al SDA: Las empresas interesadas en adherirse al SDA presentarán una solicitud de participación y el Ayuntamiento, en su caso, las admitirá. A partir de dicho momento, el Ayuntamiento deberá invitarlas a todas las licitaciones de los contratos que celebre. 2ª. Fase de licitación de los contratos específicos: Con las empresas ya admitidas, cada vez que el Ayuntamiento lo necesite, se invitará a todas las empresas incorporadas en el SDA para que presenten sus ofertas según lo que se indique en las invitaciones que se les remitirá por el ayuntamiento.
